MP Joyce Murray, Budget 2016: investing in early learning and child care

Every family with young children and parents working outside the home understands the importance of dependable, high quality child care. We want what’s best for our children, and we know there is no more important investment society can make. There is ample research showing that every one dollar invested in early childhood education reaps two dollars in tax revenues and avoided social costs. In 2005 a previous Liberal government launched a $1 Billion per year 5-year National Child Care program, but it was cancelled one year later by the new Conservative government. In Vancouver Quadra some families spend years on daycare wait lists in order to get a space. The new Government of Canada understands this and we recognize that our more generous Canada Child Benefit program is not enough. Therefore Budget 2016 committed to invest $500 million over two years to develop and establish a National Framework on Early Learning and Child Care. This work will be a joint effort—the Government, provinces, territories and Indigenous peoples will all contribute to its creation. It is important to develop the best possible approach so that Canada can offer children who need it the high quality early learning and child care that will give them the best possible chance at a satisfying and successful future.
