On April 13th, our government introduced legislation to the House of Commons respecting the regulation of cannabis. We have since received numerous questions about the proposed legislation.
Firstly, my top priority, and that of the Liberal government with respect to regulating cannabis, is to protect Canadians’ public health and safety. We have committed to working with health and safety experts from across the country to better control access to cannabis by minors, and to remove the profits from the criminal gangs.
The regulation framework is based on extensive consultation by an expert panel led by former Public Safety Minister Anne McLellan. In order to respect the laws and jurisdictions of various levels of the government, many of the detail decisions will be in the hands of the provinces, territories and municipalities. In the case of personal plants, the provinces, territories and municipal governments will have the authority to further regulate how and where people can grow.
